THE
CONSTITUTION AND BYE LAWS

b) To develop social activities between the clubs by promoting other forms of recreation as and if required.

shall be confined to private clubs and instituted within the Edinburgh City

Management
The affairs of the Association shall be managed by a committee consisting of one representative from each club in membership together with a Chairman, Vice-Chairman, Secretary, Hon. Treasurer and Hon. Match Secretary. (Which last three offices may be filled by any one person or designated as required, subject to agreement of the committee). Each club in membership shall have one vote, the Chairman shall have the casting vote if required. All must be members of Clubs within the Association and the Office Bearers must be appointed at the Annual General Meeting. The Committee shall meet monthly during the playing season, five to form a quorum.
5. Annual General Meeting
a) The Annual General Meeting shall be held in April/May each year, representatives of 60% of clubs in membership to form a quorum, of which meeting fourteen day’s notice must be given to the Secretaries or Representatives of the Clubs in membership. It may appoint an Hon. President, Hon. Vice President. It shall be open to all members of clubs within the Association.
b) Motions from the clubs to be considered at this meeting must be made through their Representatives and must be forwarded to the Hon. Secretary in writing by the last ordinary meeting prior to the Annual General Meeting.
c) The Annual General Meeting or a Special General Meeting only has the power to alter the rules of the Constitution, and a two-thirds majority is required to carry any motion relating to the Rules and Constitution.
d) Voting at the Annual General Meeting or Special General Meeting; each club in membership shall have one vote and the Chairman shall have the casting vote if required.
6. Special General Meeting
Fourteen days notice must be given to the Secretaries and Representatives of all clubs in membership. Any club in membership may, on writing to the Hon. Secretary, call such a meeting. Representatives of 60% of all clubs in membership to form a quorum.
7. Meetings
The Chairman, or in his absence, the Vice-Chairman shall preside at all meetings. Any clubs failing to attend meetings shall be fined £10 for any three regular meetings missed during the year (even if apologies given). Thereafter, a fine of £5 for each non attendance will be made against the club. In addition, non-attendance at the Annual General Meeting will attract a £10 fine.
8. Records
a) The Hon. Secretary shall call all meetings and keep a record of these in a minute book. The Committee shall have the right to vote on the venue of all meetings and the club so chosen shall be the venue for the following season.
b) The Hon. Match Secretary shall keep a record of matches and a table of results.
c) The Hon. Treasurer shall deposit all monies in a bank account, withdrawal forms to be signed by ant two of the following; Chairman, Vice-Chairman, Hon. Secretary, Hon. Match Secretary or Hon. Treasurer. The Hon. Treasurer shall also represent a statement of his intromissions to the Annual General Meeting and to the Committee when called upon.
9.
Subscriptions
a) Subscriptions to the Billiard and Snooker sections shall be a sum agreed upon by the Annual General Meeting or a Special General Meeting if called for that purpose. All dues to be paid by a date specified at the first meeting of the new season.
b) The Annual General Meeting may decide to promote other forms of recreation for which an additional subscription may be levied from those forming or joining that section. A separate committee may be appointed by the Management Committee if required.
Rules
1. The rules governing games shall be those of the Billiards and Snooker C.C.
2. Any team playing a league match or team knockout competition shall consist of a minimum of four registered players.
3. a) Registered players can play for one club at Snooker and another for Billiards during the same season.
b) Notice of registration of players can be advised to any member of the Committee one hour before the match.
c) All members of a Club may be registered. Members may play for other leagues.
4. Where two or more teams are attached to one club or where a player is registered for more than one Club shall automatically be registered for the team, for which he or she has played one game (at either billiards or snooker) and is ineligible for other team or teams, Club or Clubs for the duration of that specific tournament.
5. a) Billiard Handicaps (limited to 140) and snooker handicaps shall be arranged by the Handicap Committee. The Handicap Committee shall consist of the Chairman, Vice-Chairman, Secretary and Match Secretary. Fixtures shall be arranged by the Committee.
b) Two points shall be given for matches won and one point for those drawn.
c) Leagues shall be decided on match points and in the event of a tie the team that has
won (frames in snooker, games in billiards) shall be League Champions. If still equal
there will be a play-off, the Committee deciding what form it will take.
d) all team matches in Billiards shall be 250 up, except at one table venues, where it will
200 up in league and league section matches. Snooker games shall be two frames per player. In both teams to consist of four players.

f) Referees or markers for games shall be appointed by arrangement.
g) Play in each match shall start at

h) Result postcards must be sent to the Match Secretary on the completion of each match,
otherwise a monetary penalty may be imposed. Further to the foregoing a handicap
penalty may be imposed should more than one card be late in arriving during the
season.
i) Should any team fail to turn out for a match they will have a result 6-2 awarded
against them. Each player registered will be credited with a win for the handicap. The
team that wins the match under these circumstances shall be credited with a result 6-2
and awarded 2 points.
6. a) Levies as agreed shall be payable by the home team. The visiting team shall hand to
the home team a list of players in order of play according to handicap. Which order
will not be altered except by mutual arrangement.
b) Entrance fees for individual tournaments to be arranged at the A.G.M. for the
Following season.
c) Levies and entrance fees so collected shall be remitted by the Home Club to the Hon.
Treasurer and shall be used for prizes.
7. All deposits or protests, together with a fee as agreed,
shall be forwarded within seven
days
of completion of match, to the Hon. Secretary, who shall send a copy thereof to
the
club
concerned. The Committee shall consider the matter at the next meeting and
their
decision shall be final. The fee shall be returned if the protest is considered to be justified.
8. Team and Individual Competitions shall be decided by the Committee of Management in
conjunction with the Bye Laws
Bye Laws
The Committee shall promote the following individual and Team Competition
1.
Billiards 1st
Class – Open to all registered players.
a) The matches prior to the semi-final will be 250 up (off scratch) and shall be played
on
the table of the first named player.
b) Semi-Final – 300 up
c) Final 400 up –
neutral table
2.
Billiards 2nd
Class – Open to all registered players with a handicap of 45 or more. All
Rounds to 250 including final.
3. Billiards – Unionist Trophy – Open to all registered players and to be played to 250
including Semi-Final and Final. Final to be played at Unionist Club.
4. Billiards – JH Gunn Trophy – Team tournament to be played in
a format as agreed at the
previous A.G.M. When teams playing at a single table club play will be up to 200 points,
except at semi-final stage when the games will be played to the full 250 points.

Billiards – Walter Ramage Trophy – Team tournament to be played as same format
as the
JH Gunn Trophy.
6. Snooker 1st Class – Open to all registered players and played off scratch.
a)
Rounds prior
to the final, best of three frames, to be played on the table of the
first named player.
b) Final, best of five frames, neutral table.

Snooker 2nd Class – Open to all registered players with a handicap of 25 or more.Played

Gray Trophy – Open to all registered players and played off handicap. All
Rounds including Final to be played best of three frames.
9. Snooker – McKenzie Cup – Team tournament to be played in a format as agreed at the
Previous A.G.M.
10. Snooker – McLaughlin Trophy – Team tournament to be played in a format as agreed at
the previous A.G.M.
11.
Snooker –
EICA Cup – Winners of McKenzie Cup and three Snooker Leagues qualify.
Should McKenzie cup winner also win one of the leagues then runner up in McKenzie Cup
will qualify.
12.
Snooker –
John Taylor Shield – Winner of McLaughlin Shield and runners up in three
Leagues qualify. Should McLaughlin Trophy winner also be runner up in a
league then
runner up in McLaughlin Trophy will qualify.
13.
Snooker –
George Hadden Trophy – 3rd and 4th place in Premier
League along with 3rd, 4th
and 5th in other two divisions will qualify.
14.
Handicaps
a)
In league
matches, players will play off handicap at the start of the season. Individual
Handicap Tournaments will be played with the handicap applied at the
start of the
Season and shall remain so for the whole of the competition.
b)
A revision of
handicaps will be made at the halfway point of the Billiard League and at
The Xmas break for the Snooker League, in respect of new players and
any exceptional
Cases noted by the Committee and any alteration of handicap will have
immediate effect, but only with regard to the League Programme and any
tournament commencing after the revision.
c)
Maximum
Handicaps – Billiards 140 and Snooker 45
d)
Maximum
Handicaps – New Players – Billiards 45 and Snooker 25
e)
Handicaps are
assessed on a percentage basis e.g. 45% - 54% remain the same. Each
10% under will receive 5 points and each 10% under 5 points to be
deducted. The minimum number of games to be played before percentage is applied, is five games.
f)
The Handicap
Committee will have the power to reassess any handicap and alter it
accordingly, at any time.
